Differences in Evaluation, Measurement and Assessment
Measurement is an attempt to find out the state of something such as what can be quantified, this can be obtained by means of a test or other means. Assessment is an effort to improve the quality of learning can be achieved through improving the quality of the assessment system. Assessment in the context of learning outcomes is defined as the activity of interpreting the measurement results data about the skills students have after participating in learning activities. Evaluation is a planned activity to find out the state of an object with benchmarks to reach conclusions. Evaluation is not merely evaluating an activity in a planned, systematic and directed manner based on clear objectives.
The difference between evaluation and assessment is located in the scope and implementation. The scope of assessment is narrower and is usually limited to mistakes or components or aspects, such as student achievement. The assessment is usually carried out in an internal context, that is, people who are part of or are involved in a learning system that is skilled.
For example, teachers assess student learning achievement, supervisisors assess teacher performance and so on. The broader scope of evaluation includes all components in a system (education system, curriculum system, learning system) and can be done not only by internal parties (internal evaluation) but also external parties (external evaluation), such as consultants evaluating a program.
Evaluation and evaluation are more comprehensive in nature, including measurement, while the test is one of the measurement instruments. Measurement is more limited to a quantitative picture (numbers) about the learning progress of students (learning progress), while evaluation and assessment are more qualitative.
